A government is the system of rules and people that make up an organized community like a nation, state or city. The Framers of the Constitution also built in a separation of powers for the judicial and legislative branches. This system keeps politicians from grabbing too much power, as they are forced to cooperate and compete with each other in order to enact legislation.
Another function of government is to protect common goods, such as natural resources. Because these resources are free for all to use, they must be protected so that a few people cannot take everything available and leave others with nothing. Governments can protect common goods through regulations and taxes that limit access or control price. For example, the government may require that a person obtain a permit to hunt certain animals or pay a fee to enter a national park.
Governments also regulate access to resources that are in limited supply, such as fish in the sea or clean water. The government can build schools and hospitals, provide mail carriers and firefighters, and protect the environment through regulations.
