What Is Government?
Government is the system of people that rules over a territory, whether it is a country or a region within one. It makes laws and enforces those laws through its police force and judicial system. It also has a monopoly on the legal use of force and can tax people to raise funds for its operations. Its primary goal is to ensure the safety and well-being of its citizens. This is done through a well-trained police force, a safe environment and healthcare for its population. Governments are also responsible for protecting their countries from invasion and terrorist attacks by other nations.
Throughout history, there have been many different forms of governments, each with its own purpose and functions. Some are monarchies, while others are constitutional states or democracies. The types of government have changed over time as new ideas and important events took place.
The main function of a government is to make laws, which are called statutes. These are legal documents that state the rights, duties and responsibilities of its citizens and describe how to conduct business in the country. They are written by a legislature, such as the United States Congress. There are two houses, the House of Representatives and the Senate, which both vote on the laws. The President of the United States signs or vetoes the bills that are passed by both houses.

It is important that governments control their deficits and that they do not spend too much more than they have in revenue. This is the most important aspect of government, because it is the only way that citizens can be guaranteed access to some of the most vital things in life, such as education, healthcare and clean water.
Governments can help to solve problems that are too big for private businesses to handle. This is known as positive externalities. Examples of these include providing health care and education, and preventing pollution, global warming and overfishing. Governments can also act as the leading driver for certain investments, such as infrastructure development and research and development.
Governments need to provide security for its citizens, and they are the only ones that can do this. They must be able to maintain a police force, a judicial system and a military. They are responsible for maintaining a stable economy and keeping inflation low, so that people can afford the things they need. It is the responsibility of all citizens to pay their taxes in order to support their government.
